Development activities for European statistics

During the period of transformation initiated in 1989 Polish statistics faced a challenge of adjustment to a new reality - first to the market economy, then to the requirements of the European Union. During the accession process, we benefited from the financial support based on programmes designed for the EU-aspiring countries (e.g. PHARE, Transition Facility). After Poland's accession to the European Union in 2004 Statistics Poland received financial support from the EC for the implementation of statistical surveys and work. Due to changing requirements and the needs of European statistics harmonisation, adaptation is a work in progress and new areas of surveys are being developed under dedicated European grant projects.

Multi-beneficiary projects (implemented by international teams) are of particular importance when it comes to pursuing an innovative approach to the development of the EU statistics. Due to technological development and the growing needs of data users Statistics Poland participates in the implementation of important international projects as a co-partner or leader. Multi-beneficiary projects’ effects shape the direction and approach to the development of surveys and the process of collecting, processing and sharing statistical data.

Polish experts have participated, inter alia, in EU international initiatives on geospatial statistics (GEOSTAT - Geostatistical portal), BigData and smart statistics, statistical methods and tools for time series, seasonal adjustments, protection of statistical confidentiality, monitoring of energy efficiency (ODYSSEE-MURE), data warehousing, data validation methods, statistics on the use of information and communication technologies (ICT). The direct result of the involvement of Polish experts is their high competences and international experience.

2023 marked the implementation of an important project for the development of Polish official statistics “The use of Big Data sources in monitoring changes in tourism”, which was selected for funding by the Korean Knowledge Sharing Program. The first project of Polish statistics with South Korea in the field of Big Data, implemented with the support of Poland’s Ministry of Sport and Tourism, brought a new quality to combining statistical and non-statistical data sources for more accurate monitoring of border traffic or accommodation base. In particular, the use of Big Data (including data from mobile operators, among others) was being explored. The project resulted in guidelines on the legal framework for access to data from private data holders, proposals for programmes and good practices in the field of methodology and human resources for working with Big Data sets.
